Leading and managing a 3 year transformation programme focused on home to school transport services, with a savings target of £5m.
The service had 90 staff managing all aspects of passenger transport, including managing the end to end process of home to school transport – eligibility through to vehicles on the road – for 20,000 pupils.

- Eligibility decision making to establish clearer parameters and complete alignment to policy
- Procurement and contracting activity to reduce contract prices and establish new Dynamic Purchasing System (DPS) with new contractual terms and conditions
- Improved service effectiveness, including establishing a high performance culture with effective systems and processes
The results
Saved £3.3m in year one – target was £1.24m.
New DPS set up for 330+ suppliers, implementing reverse e-auctioning successfully.
Market engagement roadshows across the county reaching 250+ suppliers.
Overhauled eligibility decision making and processes, reducing high number of exceptional cases being approved.
Transformed use of main IT system, establishing new Standard Operating Instructions and Processes.
Business as usual delivery successfully managed in parallel.
